International Protection: Frequently asked questions during the
alarm state.
The Ministry of the Interior has prepared a manual
with frequently asked questions on international protection during this state
of alarm, decreed on March 14, 2020
WHAT SHOULD I DO IF I WANT TO APPLY FOR INTERNATIONAL PROTECTION
AT THIS TIME?
As it is a necessarily face-to-face
procedure, it is not possible to make this request in the usual places, given
the health emergency situation. However, as soon as normality recovers, it will
be possible to carry out all that is necessary.
Likewise, it is pointed out that the
principle of non-refoulement will be guaranteed for those who wish to request
international protection in national territory during this situation (see
answers to questions 2 and 5).
WHAT HAPPENS IF I HAVE AN APPOINTMENT TO FORMALIZE MY
APPLICATION (INTERVIEW WITH THE NATIONAL POLICE) OR TO RENEW MY DOCUMENTATION
DURING THE ALARM STATUS PERIOD?
When normalcy returns,
appointments that could not be made effective during these weeks will be
reassigned, once the best way to carry out this reorganization is assessed and

It is also recalled that
the validity of the documentation accrediting having expressed the will to
request international protection, the “receipt for the presentation of an
application for international protection” (white receipt) and holding the
status of applicant for international protection (red card ) is extended as
long as this health emergency situation continues, provided that the
documentation expires during this period or that, having expired previously, an
appointment was arranged to renew it also during this period of alarm status.
CAN I WORK IF DURING THE VALIDITY OF THE STATE OF ALARM THE SIX
MONTHS HAVE BEEN COMPLETED SINCE I FORMALIZED MY APPLICATION FOR INTERNATIONAL
PROTECTION?
If six months have elapsed during the period
of the alarm state since the application for international protection was
formalized and, therefore, since the application's receipt (white) was issued,
the receipt recognizes your right to work, always that the resolution of his
file had not been notified to him.
WHAT DO I HAVE TO DO IF I HAVE AN APPOINTMENT TO MAKE A SECOND
INTERVIEW AT THE GENERAL SECRETARIAT FOR INTERNATIONAL PROTECTION / ASYLUM AND
REFUGE OFFICE DURING THIS EXCEPTIONAL PERIOD?
When normal activity is resumed, the
Sub-Directorate General for International Protection / Asylum and Refuge Office
will contact all the applicants whose appointment has been canceled to reassign
it. Therefore, it is not necessary to carry out any procedure in this regard.
WHAT HAPPENS WITH MY APPLICATION PROCEDURE FOR INTERNATIONAL
PROTECTION OR APPLICATION FOR RECOGNITION OF THE STATELESS STATUS THAT IS IN
PROCESSING IN THE GENERAL SUB-DIRECTION OF INTERNATIONAL PROTECTION / ASYLUM
AND REFUGE OFFICE?
The General Sub-Directorate for International
Protection / Asylum and Refuge Office continues to work in person, with
limitations. It is not necessary to carry out any additional procedure.
If it is necessary to present any type of
documentation or allegations to a specific file, please do so only through
electronic registration.
If you want to consult a specific question,
you can contact through the usual generic addresses, as well as, in the last
case, through oar@interior.es; It is important to underline that in this
address, doubts about prior appointment for procedures carried out by the
National Police, such as formalization of the request or renewal of
documentation, cannot be answered.
IF I CANNOT REGISTER THE MANIFESTATION OF WILLING TO REQUEST
INTERNATIONAL PROTECTION, HOW DO I ACCESS THE WELCOME RESOURCES?

People who wish to request their access to
reception resources, since it is not possible to make the expression of will
for international protection at this time, should go directly to the first
reception entities of each province, where they must sign a declaration
responsible for the intention to continue with the application procedure when ordinary
activity is resumed.
